Unable To Download Unspecified Error Javascript

I have marked this issue with Can't fix due to what @azkme has written: "This is a jQuery problem and not a CKEditor bug." Sorry this is the best that I can explain it, but I hope it helps. What I am able to see in the debugger is that the Unspecified error comes from accessing this.$.activeElement (I see the same thing in the watch for that property). Where does one "enable download?" When I hit the download button, I see Open, Save, and Cancel.
